City of saline refuses to remove trash from apartment complex

I know people view throncrest apartments as the "slums" of saline but they really aren't a lot of well and hard working people do live there, children live in that complex, elderly live in that complex and the city doesn't seem to care that the dumpsters are over flowing with trash, the smell is becoming awful, that is coming in through my air conditioner and causing my apartment to stink, you can still smell how horrible it is even with the doors or windows open either way the smell is starting to come into my home, I can't imagine what it's like for the houses behind our complex, but the city doesn't seem to care
