DEVELOPING: City Manager Todd Campbell to Resign

City of Saline Manager Todd Campbell is resigning.

Campbell has served the city in this role since 2008.

Saline City Council will consider a separation agreement with the city manager when it meets Monday evening. Two members of council confirmed Campbell's resignation to The Saline Post.

Mayor Brian Marl declined to comment Friday afternoon, saying he could share more details Monday. 

Campbell's contract expires June 30.

Campbell's performance was often criticized by one wing of council and defended by another. Mayor Marl was one of Campbell's staunch supporters. Councillors Janet Dillon and Christen Mitchell were most likely to express dissatisfaction with his work. Last year, Council voted 5-2 to renew Campbell's contract. Two of the council members who routinely supported Campbell did not seek re-election, changing the balance of power.

Common council criticisms include details in contracts and communication with council and the public. His supporters spoke of his integrity and professionalism.

Campbell was paid $131,209 plus benefits for this year.

According to his contract, Campbell would be entitled to six months of severance pay if his services were terminated. The contract stipulates in case of resignation, he would be entitled to unused vacation, compensatory time and other benefits.

The city is also in the process of hiring a DPW Director and staffing engineering services. In the near future, council is expected to begin looking for a deputy police chief and human resources manager.

Campbell came to Saline from the west side of the state. He had been assistant city manager in Sturgis and Greenville and was manager for the Village of Homer.

Campbell has served in community groups such as Saline Rotary Club and Saline Lions. He's an active member of Keystone Church, where he has served as a youth leader of the middle school and high school youth group.

Campbell has also coached football at Saline High School.
