Saline City Council Election: Police Dispatch
In the 2011, staff in the Saline Police Department were unhappy that the city was considering a plan to outsource the city’s police dispatch services to Pittsfield Township. The city stopped investigating the possibility when it learned of language in the collective bargaining agreement that essentially made outsourcing a money-losing proposition. Saline police officers argued that the local dispatch desk’s knowledge of the city and its residents were a great value to the department, and also noted that the dispatch desk provides Saline residents with a staffed. physical safe place, 24 hours-a-day, seven days-a-week.
That contract is up again in 2013. So we’re asking candidates if they will carry on with investigations of the plan if the opportunity presents itself.
There are three open seats on Saline City Council in the November election. Incumbents David Rhoads and Dean Girbach are seeking re-election. Lee Bourgoin, the city’s former finance director, is also on the ballot.
The Saline Post sent questions to all three candidates. Rhoads and Girbach supplied answers while Bourgoin did not.
Here’s our question:
In 2011, the city considered a plan to outsource police dispatch services to Pittsfield Township. Contract language essentially ended the discussion. The contract is up again in 2013. Is this a possibility that should be explored further? Why or why not?

It does appear that many residents view Saline’s dispatch services as an important element of our community. Therefore, it should remain local as long as our residents are willing to provide funding to keep it.
Dean Girbach
I believe I would not be doing my due diligence as an elected official if we do not consider all operations when discussing efficiencies, needs and priorities. Outsourcing may not be the answer, but understanding the cost and impact of all operations and services must be done to assess the true costs and benefits before trying to convince taxpayers to increase funding, modify the level of service or eliminate it.
